Yes, for an individual’s own expenses. Expensify’s pricing page, checked 28 September 2026, lists its Submit plan as free for all members.¹ Submit covers receipt scanning, mileage tracking, expense reports and personal card import.¹ Reimbursements, approvals and accounting integrations sit on paid plans.¹ The cheapest is Collect at $5 per member per month.¹

One caution comes from the same page. Its FAQ says expense categorisation needs a paid plan, yet the Submit plan lists categories and tags.¹

How this ranking was built

Glamdring ranked Expensify’s three plans by one field: the entry price Expensify publishes on each plan card. The source is Expensify’s pricing page at use.expensify.com/pricing, captured on 28 September 2026.¹

Each price is read with its stated unit. The page shows dollar prices beside a currency selector that lists USD first, then GBP, AUD, NZD and EUR.¹ We read the prices as US dollars. The page doesn’t say whether prices include sales tax, VAT or GST.

Every plan on the page went in. Three plans produced three rows, with no merges or exclusions. Features come from each plan card’s list. The page’s compare table lost its per-plan marks in our capture, so we don’t assign features from it.

What does Expensify’s free plan include?

Expensify’s free plan is Submit, and its pricing card lists eight inclusions: receipt scanning, mileage tracking, expense reports, categories and tags, custom distance and tax rates, personal card import, chat on every expense, and AI and human support.¹ Expensify describes Submit as “The free plan for employees, no company approval needed.”¹ The page header adds that SmartScan receipts, sending and receiving money, and chat with coworkers are always free in New Expensify.¹

Read as a system, Submit is a submitter’s kit. A person photographs a receipt, logs mileage, imports a personal card and builds a report. Nothing on Submit’s list moves company money to that person. Reimbursement first appears on the Collect card.¹

The page makes the boundary explicit. It tells anyone who needs “more functionality to manage expenses for your business” to upgrade to Collect or Control.¹ So Submit fits an employee preparing reports, or a sole operator who wants a scanned receipt archive. It doesn’t give a finance team a way to approve or repay spend.

What does Expensify charge for?

Expensify charges for the steps a business uses to control and repay spend. The Collect card lists reimbursements, corporate card management, expense and travel approvals, travel booking and rules, and QuickBooks/Xero integrations.¹ None of those appear on Submit’s list. Control adds multiple approval flows, custom expense rules, NetSuite and Sage Intacct integration, Workday and Certinia HR integrations, SAML/SSO, custom reporting and budgeting.¹

The line between free and paid follows the money. Capturing an expense costs nothing. Approving it, paying it back and posting it to the ledger cost a per-member fee. For a finance team, the paid steps are the ones the process exists for. The free plan therefore lowers the cost of submitting expenses, and the company still pays for handling them.

Account support scales with size. The page’s footnote limits an account manager to accounts of 100+ members.¹

What are the limits of free Expensify use?

Glamdring’s reading of the pricing page is that free use is limited by function, and the page sets no scan cap. Expensify’s FAQ says individuals can use New Expensify “for free with unlimited SmartScans”.¹ The same answer says “additional functionality such as expense categorization requires a paid plan.”¹ That sentence conflicts with the Submit card, which lists categories and tags as included.¹

Three limits follow from the page as published:

1. Company money doesn’t move on Submit. Reimbursements and corporate card management sit on Collect.
2. Approvals and accounting sync are paid. Expense approvals and QuickBooks/Xero integration sit on Collect, and ERP connections sit on Control.
3. Categorisation is uncertain. Two statements on one page disagree, and the page doesn’t say which one governs.

The page states no user cap, report cap or time limit for Submit. The constraint for a business is the workflow, since the free plan stops before approval.

Use one real workflow to test the free plan. Create a category, tag an expense and export a report. If categories fail, the FAQ was right and the plan card was wrong.

What is the cheapest paid Expensify plan?

Collect is the cheapest paid Expensify plan at $5 per member per month, on Expensify’s pricing page checked 28 September 2026.¹ Expensify’s FAQ says most businesses start on Collect.¹ Control is the next step, at custom pricing “as low as $9 per active member/month”.¹

The economics run on the member. A 10-member team on Collect’s list price pays $50 a month, or $600 a year, before discounts and tax. The same team at Control’s floor pays $90 a month.

The two plans use different units. Collect says per member. Control says per active member, and the page doesn’t define an active member. Confirm this in the current quote before you compare the two.

Does the Expensify Card lower the price?

Yes, by Expensify’s own statement, but the page gives no plan-level figure. The pricing page lists “Save up to 50% on Expensify” under the Expensify Card.¹ Its FAQ says discounts are available “for annual commitments and when using the Expensify Card.”¹ It doesn’t say which plan, spend level or term earns the maximum saving.

The card also pays cash back. Expensify’s footnote gives 1% on all US purchases with no minimum, and 2% for monthly spend over $250K.¹ The footnote ties the 1% rate to US purchases. A company outside the US should confirm how the discount and cash back apply in its market before counting either in a budget.

Why do other published Expensify prices disagree?

Third-party listings compress Expensify’s page, and two errors recur in the pages captured on 28 September 2026. Softwr’s Expensify vs FreeAgent comparison marks Expensify with no free tier and a starting price of “$5/month”.² Expensify’s own page lists a free Submit plan and prices Collect per member.¹ SaasHunter puts the Control plan “at around $9 per user per month”.³ Secret lists Control at a flat $9 per user per month.⁴ Expensify describes $9 as the floor of custom pricing.¹

A third claim stretches the discount. SaasHunter says businesses that adopt the Expensify Card “may also qualify for discounted or free access to paid features.”³ Expensify’s page supports a discount of up to 50%.¹ It says nothing about free access to paid features.

The two errors drop part of Expensify’s wording: the free plan, the member unit or the word “custom”. Take list prices from Expensify’s page and the price you’ll pay from a written quote.

What the ranking cannot tell you

• The page can’t give your price. Control is custom-priced, and the annual and card discounts aren’t quantified by plan.
• It states no tax treatment.
