We assessed six competitor products, kept four paid user-rate entries and left Emburse Professional and Concur Expense unranked.1,2,3,4,5,6 Professional has no numeric tariff; Concur has per-report prices rather than per-user prices.5,6 Navan is the reference. Expensify Submit, Brex Essentials and Ramp Free have permanent free plans in the 28 September 2026 pricing captures.1,3,4 Their inclusion lists differ, so free access needs a workflow check.

Expensify Submit lists receipt scanning, mileage tracking, expense reports, categories and tags, and personal card import.1 The vendor describes it as a plan for employees with no company approval needed; Collect adds business approval and travel functions.1

Brex Essentials includes travel booking, reimbursements, bill pay, accounting integrations and real-time reporting.3 Its scope includes up to two entities, with one global entity.3 Ramp Free lists unlimited cards, a custom travel policy, flight/hotel/car booking, receipt collection and matching, and QuickBooks Online/Xero integrations.4

How does Navan’s own pricing compare?

Concur Expense’s product page, captured 2 October 2026, lists Base from USD 7 per report and Plus from USD 11 per report, with unlimited users. Premium is custom-priced; prices can vary with monthly commitment.6 Report rates stay outside the per-user ordering. Compare expected report volume and written commitment terms separately.

Emburse requires a product name in the comparison: Spend publishes Basic and Plus user prices, while Professional’s product-specific page supplies no numeric subscription rate. Both captures are dated 1 October 2026.2,5 Confirm which product and optional services the quote covers.

Why can the lowest rate produce a higher bill?

Glamdring Research treats a listed user rate as one part of the subscription bill: Emburse Spend imposes a minimum billable user count, and Ramp Plus adds a platform fee.2,4 Request the full bill for the same user population and required functions before choosing on price.

Emburse Spend counts anyone who submits an expense as a user.2 Approvers count only if they also submit expenses.2 Organisations with fewer than 15 users still pay for 15; the vendor’s Basic example gives a US$120 minimum from 15 users at US$8.2 Its subscription also accounts for the previous month’s user overages.2

The unit matters at Expensify too: Collect says “per member/month”, while Control’s custom-price floor says “per active member/month”.1 Navan uses monthly expensing users for its free expense allowance.7 Ask each vendor which people count, when usage is counted and whether a minimum applies.

Ramp’s team-size platform fee remains additional to the ranked user rate.4 The published annual discount is a separate commercial term.4 Keep the subscription commitment, minimum user count and any mandatory fee in the same written quote.

What the ranking cannot tell you

The Navan competitors ranking identifies the lowest listed paid rate within the captured product set. It cannot establish the cheapest complete deployment or the strongest travel service.

The inclusion lists differ, and the ranked rate omits Ramp’s additional platform fee and Emburse Spend’s minimum-user effect.1,2,3,4 Travel inventory quality, actual support performance and implementation effort need separate evaluation.

Prices published in a software directory also need a unit and an official check: a monthly starting price alone cannot establish a per-user ranking. The supplied Capterra comparison uses monthly starting-price labels across its product cards.8

The capture dates establish what the pages stated when checked. They do not establish that a tariff changed between September and October. Refresh the comparison when an included vendor changes its published rate or billing terms.

Does Emburse Spend require a setup fee?

No mandatory setup or onboarding fee is listed for self-implementation in the 1 October 2026 FAQ.2 Emburse Spend includes an onboarding wizard and free weekly implementation calls.2 Guided implementation is an optional paid add-on.2

Does Navan charge more when employees book more trips?
